Park Maintenance Manager

The City of Moorhead is accepting applications for a Park Maintenance Manager in the Public Works Department. This administrative position performs difficult work planning, coordinating, evaluating and supervising the maintenance and repair of parks, grounds, park facilities and equipment, and public lands; assists in the development of long-range strategic plans; prepares and maintains records, and prepares reports, and related work as required. This position exercises general supervision over assigned staff.

HIRING RANGE: $73,298 - $85,462

FULL SALARY RANGE: $73,298 - $103,880

ESSENTIAL FUNCTIONS: The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.

  • Plans, organizes, directs, evaluates and supervises work crews engaged in maintaining parks, recreational land, right-of-way property, river corridor property, facilities and equipment, and other special projects.
  • Assists to develop the long-range strategic plan and the annual operational plan; prepares and provides budget inputs
  • Reviews standard park maintenance practices to adhere to current required laws, licenses, practices, methods and techniques.
  • Hires and trains employees; evaluates employee performance; disciplines; recommends salary increases; resolves staff conflicts.
  • Responsible for the maintenance and repair of Neighborhood Recreation Centers (NRCs), playgrounds, pavilions, park maintenance buildings, athletic field buildings, municipal pool, athletic field complexes, wading pools, and outdoor hockey rinks.
  • Directs repair/maintenance of park facilities and infrastructure and coordinates contractor repair/maintenance activities.
  • Recommends the park facilities capital improvement plan and annual park amenities spend plan; directs the execution of the approved annual park amenities budget.
  • Directs grounds maintenance operations of recreational land to include parks, right-of-way areas, and a vast river corridor; coordinates river corridor conservation efforts with local and state agencies and organizations
  • Develops and tracks recurring work plans in work order management system and analyzes current work methods and operations.
  • Acts as Public Works representative for grant applications; assists in preparing grant applications and coordinates with multiple agencies during the grant process to secure state funding for park projects
  • Acts as project manager for grant-funded projects; drafts requests for proposal (RFPs), evaluates proposals, selects contractors, manages construction, and validates project completion
  • Coordinates with Parks and Recreation and community groups on use of athletic fields and capital improvement projects.
  • Advises the Park Board on parks maintenance activities and provides briefings on annual capital improvement plans.
  • Receives and resolves complaints from citizens.
  • Maintains inventories; orders supplies.
  • Obtains quotes from vendors and contractors.
  • Directs and coordinates staff training requirements and programs.
  • Prepares and maintains records, files and reports.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.

Supervisory Position: Performs or effectively recommends the hiring, transfer, suspension, promotion, discharge, assignment, reward, discipline, direction of work, and adjustment of grievances of subordinate personnel.

REQUIREMENTS: Associates/Technical Degree and three years of related experience. Valid Driver's License.

Thorough knowledge of park and facility maintenance principles, practices, equipment, tools and materials; thorough knowledge of grounds and tree maintenance techniques, thorough knowledge of forestry, landscaping and horticulture as applied to parks and grounds areas; thorough knowledge of City code and policies, state and federal regulations and OSHA regulations; thorough knowledge of the hazards and necessary safety precautions involved in the work; ability to read and understand technical documents such as engineering, architectural, electrical and mechanical drawings; ability to plan and supervise the work of subordinates; ability to prepare reports and maintain records; ability to operate standard office equipment and applicable software packages; ability to operate and knowledge of the equipment used such as mowers, bucket trucks, chippers, and loaders; ability to establish and maintain effective working relationships with associates and the general public.

PHYSICAL REQUIREMENTS and WORKING CONDITIONS: The Park Maintenance Manager requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires walking, using hands to, handle or feel and repetitive motions and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic
