Job Description

Location & Work Arrangement

  • Contract: This is a Contract position.

Core Responsibilities and Deliverables

The SME's work is structured around a comprehensive assessment leading to executive-level reporting and consultation.

1. Research and Benchmarking

  • Comparative Analysis: Examine policies, structures, and practices of civil service commissions across Ohio and nationally.
  • Leading Models: Identify leading models and approaches that promote efficiency, equity, and regulatory compliance.
  • Data Provision: Provide comparative data to evaluate the City's current practices against peer agencies.

2. Modernization Assessment

  • Operational Review: Assess the Commission's current operational framework, policies, and procedures to develop a comprehensive understanding of current operations.
  • Opportunity Identification: Identify specific opportunities for modernization, process streamlining, and improved governance.
  • Legal Alignment: Ensure all recommendations strictly align with applicable laws, City Charter provisions, and labor regulations.

3. Recommendations and Reporting

  • Comprehensive Report: Prepare a comprehensive written report summarizing findings, benchmarks, and actionable recommendations.
  • Strategic Guidance: Include strategies for short- and long-term modernization and process improvement.
  • Implementation: Provide guidance for implementation planning and change management.

4. Presentation and Consultation

  • Executive Presentation: Present detailed findings and recommendations to the Civil Service Commission and senior City leadership.
  • Consultation: Participate in follow-up consultation sessions to clarify findings and support organizational readiness for implementation.

Progressively responsible experience in business analysis, consulting, or SME roles related to public administration or workforce policy.

Education

Required

Bachelor's degree in Business Administration, Public Administration, Law, Political Science, or a related field (Advanced degree preferred).

Demonstrated ability to analyze complex organizational systems and recommend practical, evidence-based improvements.

Reporting/Communication

Required

Proven experience conducting independent research, benchmarking, and developing reports for executive-level audiences. Strong written and verbal communication, including presentation experience to public officials.

Public Sector/Civil Service

Highly Desired

Experience working within or consulting for public sector agencies, particularly municipal or state Civil Service Commissions.

Policy Knowledge

Highly Desired

Background in civil service law, human resources, or labor relations policy. Familiarity with City Charters or comparable governance structures.

Transformation

Demonstrated success in projects involving policy analysis, strategic planning, and organizational transformation/modernization initiatives.
